Some HR people say that when they’re recruiting the cover letter is the first thing that they read. They want to see who the person is, why they want the job and what makes them different from other candidates. 

Others say they don’t read the cover letter until they’ve looked at the CV. They read the cover letter to make sure the candidate can put a sentence together and knows what the role is that they are applying for.

Ultimately, it doesn’t matter when it is read, your cover letter is still an important part of the recruitment process.
